Serbia’s Experience Presented at an International Expert Session in Bishkek

On 17 February 2026, an expert session entitled“Transformation of Educational Systems: Transition from a Sectoral Focus to an Integrated Educational Ecosystem. Responding to the Demands of the Modern Digital Economy”was held in Bishkek. The event was organized by the National Infrastructure Project “Turan” in cooperation with the Kyrgyz State Technical University named after I. Razzakov, the State Institution “Information Security Center” under the State Committee for National Security of the Kyrgyz Republic, and partner organizations.

As part of the programme, keynote presentations were delivered by the rectors of leading higher education institutions of the Kyrgyz Republic:

  • Mirlan Chynybaev, Rector of the Kyrgyz State Technical University named after I. Razzakov;

  • Rysbek Nurgaziev, Rector of the Kyrgyz National Agrarian University named after K. I. Skryabin;

  • Ulan Kurmanov, Director of the Kyrgyz Aviation Institute named after I. Abdraimov.


At the invitation of the organizers, Konstantin Naumov, Member of the Council of the TESLA Alliance and Director of the TESLA Investment Club, also delivered a presentation. He outlined the practical experience of the Republic of Serbia in developing an integrated model of continuous education based on close cooperation among universities, business, science and technology parks, and regional authorities.

Particular interest among participants was generated by the applied full-cycle ecosystem model, structured as a последовательная chain:

education → development → piloting → implementation → scaling.

The presented approach demonstrated how the integration of educational, scientific, and technological environments enables the establishment of sustainable mechanisms for workforce development and the implementation of innovative solutions.


In an official letter, the organizers expressed their appreciation and highlighted the practical value of Serbia’s experience, as well as the contribution of the TESLA Alliance to the development of international cooperation and the formation of the “Central Asia – Balkans” technological corridor.


Following the meeting, the National Infrastructure Project “Turan” (Kyrgyzstan) and the TESLA Alliance (Serbia) reached an agreement on mutually beneficial partnership. The parties agreed to advance cooperation involving the exchange of experience and best practices, as well as the engagement of institutional, technological, and innovation partners from the Balkan countries in the activities of the “Turan” project.
